Professional summary
Roger Santos is a technology executive, strategic consultant, and solo founder with nearly four decades of experience spanning enterprise communications infrastructure, telemedicine systems, digital platform development, and global health initiatives. As Founder and Principal of NGCC5 LLC, he is building Pion, an EALAI-powered autonomous AI platform that unifies Security Operations (SOC/cyber), SCADA/OT infrastructure management, and MSP operations. He also served as COO and Board Member of Fight Cancer Global, where he applied his expertise to improve cancer awareness and understanding as well as worked to increase access to cancer treatment for underserved and low-income communities worldwide.
Current venture
As solo founder of NGCC5 LLC, Roger is developing Pion, a proprietary, administratively autonomous AI platform designed to unify and automate complex operational environments. The platform is hosted on Microsoft Azure and currently exceeds 70,000 lines of code. Pion leverages advanced EALAI capabilities to deliver intelligent orchestration across cybersecurity operations (SOC), industrial control systems (SCADA/OT), and managed service provider workflows. The platform is in active development and deployment, with ongoing work on intellectual property protection and investor readiness.

Provide strategic technology consulting and operational leadership for a global nonprofit dedicated to cancer education and awareness for communities and clinics, elevating the need for early detection, and driving the access to care in underserved regions. Lead infrastructure, telemedicine, and collaboration initiatives supporting medical training and service delivery across multiple continents and facilitating the development of small modular cancer labs for testing, research, and better regional data collection.

- Architected and implemented Intel’s global satellite communications network using the PanAmSat system with advanced encryption and key management, enabling secure bidirectional communications across more than 15 countries in the Americas, Europe, Asia, and Africa.
- Built Intel’s first permanent global communications television studio at corporate headquarters in Santa Clara, California.
- Deployed one of the earliest enterprise video conferencing solutions supporting Intel’s legal team during the landmark Intel/AMD trials (Sherman, Texas to Santa Clara HQ).
- Installed and supported early CLI Rembrandt/Sony CODEC systems between Apple and its development partners, contributing to foundational work that led to modern mobile video and collaboration technologies.
- Designed, managed, and operated the new UC Davis School of Medicine tele-education and telemedicine facility and established unified B2B/B2C telemedicine infrastructure for major health systems including Providence Health & Services (Seattle/Redmond, Washington).
- Led global infrastructure and collaboration initiatives for Fight Cancer Global, supporting medical education, training, and care delivery programs in Nigeria, South Africa, Kenya, São Paulo (Brazil), and other underserved regions across Africa and South America.

Professional summary
Eugene Menshikov is a software engineer with a software-quality background, and has led Pion's engineering since August 2026. He starts from verification rather than from features: what a system does today, established by reading it and running it, before anything is built on top of it. He designs, builds and tests the work himself, so each claim this site makes about the platform is one he can show on a screen.
Work on Pion
His first work on Pion, in August 2026, was a continuation baseline: the transferred package restored to a building state, the build written down so that anyone can repeat it, and every workspace control traced to what it does today against NGCC5's own three status categories. That baseline is delivered. The stage after it is the governed path itself — the authorization gate NGCC5 draws at step 11 of its own workflow, and the record written at step 14 — proved end to end on one path rather than widened across many.
Selected projects & achievements
- Delivered the Continuation Baseline for Pion: the transferred package restored and building, a written runbook anyone can repeat, an inventory of what the codebase contains, and a control-by-control audit of every workspace with an end-to-end trace matrix.
- Built the walkthrough on this site. It reproduces the platform's own canonical record format and its linked record hashes byte for byte against a real export from Pion, so a reader can be refused as the requester, approve as the right role, then alter a record and watch the verifier name the break.
- Built and runs a quarterly fuel-tax filing system for an interstate carrier: a filing that took an hour against the deadline takes three minutes, and a review step reads every return before it is sent.
- Ships and maintains production software single-handed, each application with a regression suite that runs on every change.
